"aspnet_wp.exe could not be started" error even when aspnet user in admin group

When I run a asp.net app from VS 2008 on my XP machine I get a "Server Application
Unavailable" error and a "aspnet_wp.exe could not be started.." error in the event log. I have tried several solutions so far. I gace aspnet access to the site folder. I did the aspnet_regiis /i. I gave aspnet permissions to the assembly folder. I did aspnet_regiis -ga .\aspnet
This problem happens if I am using IIS. If I switch to the VS dev web server, it works fine. Seems to be an IIS issue but I am not sure what.
